Austin light‑rail scores "medium‑high" FTA rating as ATP readies for contractor onboarding and NEPA closeout

Austin Transit Partnership staff told the board on Nov. 19 that the Federal Transit Administration has included the Project Connect light‑rail entry on its FY2026 recommendations and assigned the project a “medium‑high” rating, a signal staff described as positioning Austin competitively for federal funding. Lindsay Wood, ATP’s Executive Vice President for Design and Construction, said the rating reflects the project’s performance across factors including land use, ridership potential and connectivity.
The rating comes as ATP expects to complete the NEPA process this year with a Final Environmental Impact Statement and Record of Decision, Wood said. "The FEIS will include responses to thousands of public comments, some design updates and commitments to mitigation and monitoring that enable subsequent activities such as right‑of‑way acquisition and utility relocations," she said.
Board members pressed staff on what comes next. Greg Canale, ATP’s chief executive officer, and project leads outlined a staggered procurement and onboarding timetable: award and issue notice to proceed to the progressive design‑build (PDB) team for the light‑rail civil works in the first quarter of 2026, followed by the operations and maintenance facility PDB and the car builder team in the second quarter. Staff said bringing vehicle manufacturers into early coordination with the civil and systems teams is intended to align technical requirements and reduce risk.
Alvin Livingstone, ATP senior vice president for engineering, described Phase 1A preconstruction activities, including contractor mobilization, validation of preliminary engineering, development of design milestone 1 and early identification of additional geotechnical and utility work. "We create our head‑start program so contractors can bring key personnel on board, validate the design and plan the remainder of the program," he said.
Staff emphasized that the NEPA-related commitments do not necessarily mean major design overhauls but do include changes tracked through the planning process — for example, adding a station at Wooldridge Square and shifting alignments or safety improvements where community input identified constraints. Wood said the FEIS and mitigation monitoring plans are intended to reduce construction impacts and provide playbooks for handling unexpected findings such as archaeological resources.
What happens after award will include advancing design milestones, resolving outstanding design comments with partner agencies, and negotiating guaranteed maximum price terms as the design advances to later milestones. ATP said these steps are intended to support further federal grant milestones and to enable activities such as right‑of‑way acquisition and utility relocation once the ROD is issued.
The board received the update as informational; no formal action on these procurement items occurred at the meeting. ATP staff said several contract‑related agreements and board actions are expected to return early in 2026 as the procurement and master agreements are finalized.
