Farmington adopts Arts and Cultural District plan to pursue state certification and grants

Farmington City Council adopted the Arts and Cultural District cultural economic development plan, a step city staff said would make the downtown eligible for state certification, additional grant funding and tax incentives.
Warren Hunsicker described the plan as "very robust" and said the designation will sit under the city’s Main Street program; the model creates a coordinating council to provide outside arts input while the city remains the lead agency for certification and grant applications.
Hunsicker said no upfront payment is required to secure the certification and that the plan fits within the city's existing strategic planning and budget allocations for downtown programming. He added the city had already budgeted additional money last fiscal year to catalyze arts programming and that staff resources have been reorganized to increase cultural capacity.
Councilor Rogers and Councilor Logan asked about governance and funding; Hunsicker said the point persons will be staff in Main Street and city cultural staff, joined by a coordinating council of outside arts stakeholders to guide programming. The council adopted resolution 2026-2023 to accept the plan and directed staff to continue through the state certification process.
What happens next: staff will continue the certification process with the state and pursue eligible grants and incentives to support downtown arts and cultural projects.
