Farmington staff present draft Arts & Cultural District plan, outline state benefits

Farmington city staff and consultant Strata Design presented a draft Arts & Cultural District (ACD) economic development plan for the downtown core, describing the steps required for state authorization and the resources that follow.
Warren Onsicker (city staff) provided background on the local ACD startup process and introduced Michelle Negrete of Strata Design, who outlined the plan’s goals: strengthen community character; support creative ecosystems; optimize public/private resources; and cultivate outdoor culture. Negrete said adoption of the plan by the local governing body would allow the city to be recommended to New Mexico Arts for state authorization, unlocking competitive Creative Industries funding and doubling historic preservation tax credits for eligible projects in the district.
The plan identified target markets (local residents, cultural tourists, outdoor-enthusiast visitors), priority sectors (culinary, visual and performing arts, outdoor recreation) and a set of projects to activate public spaces, support infill housing and enhance pedestrian amenities. Negrete said the plan grew from extensive public input and an asset inventory for a walkable downtown boundary.
Councilors asked for clarifications about the scope of creative industries, eligibility for historic tax credits and requested larger-format maps and plan copies. Staff said a draft plan will be provided to council and a formal resolution to adopt the plan could follow at a future meeting.
If adopted locally and approved at the state level, the ACD would provide access to state-administered grants, technical assistance and increased incentives intended to spur downtown rehabilitation and private investment.
