Council approves four prequalified transportation consulting firms and authorizes MSAs

Belmont City Council on July 7 unanimously approved a staff recommendation to prequalify four transportation planning and traffic engineering firms for an on‑call consultant roster and authorized staff to negotiate master services agreements with those firms.
Finance staffer Reagan Murphy summarized the RFQ timeline (open four weeks in May), nine qualification packages received, interviews on June 17, and a final selection of four firms to populate a prequalified list. The selected firms are Bolton & Mink, GFT Incorporated (the successor to Gannett Fleming), Kimley‑Horn, and Kittelson & Associates. Murphy noted firms bring a range of regional experience and, in some cases, datasets that can provide updated real‑time traffic counts to inform traffic impact analyses.
Council approved the prequalification list by motion and authorized staff to finalize representative MSAs with each approved firm; staff said final MSAs will be brought back to council for consent agenda approval after legal review and negotiation.
Why it matters: The on‑call list is intended to give the city and private development teams ready access to traffic engineering and planning expertise and to improve the city’s ability to evaluate traffic impacts and pursue grants. The council’s authorization keeps the procurement on a path to finalize contracts this summer.
The vote to approve the firms and the authorization to negotiate MSAs passed unanimously.
