Board approves CalOptima board appointments after debate over qualifications

The Orange County Board of Supervisors on June 25 approved a slate of appointments to the CalOptima board of directors following discussion about candidates’ qualifications and how to slot incumbents and new nominees into designated seats.

Clerk read the selection item for seats designated for hospital administrator, licensed medical provider, public member and other categories. Brian Helland, a hospital executive nominated for the hospital administrator seat, addressed the board in support of his appointment and explained his experience representing hospitals serving vulnerable populations.

Board members debated whether to keep incumbent Blair Contrado in the hospital‑representative slot or to place her in the public‑member position so the hospital administrator slot could be filled by a candidate with current hospital administrative experience. Vice Chair Chaffee and others argued to retain Contrado in the more technical slot; the chairman’s slate sought a balance of continuity and technical expertise.

County counsel confirmed nominees met the minimum qualifications for the positions at issue. After further discussion the chair moved the proposed slate; a second was recorded and the motion carried by voice, with the board announcing a 3–2 tally.

Supervisors said continuity and technical experience were important considerations for a board that oversees a multi‑billion dollar public health plan serving a large portion of county residents. The specific slate approved included hospital‑sector, clinical and public‑member slots as presented by the chair; the board did not adopt alternate motions.
