Belmont council approves permanent closure of short unopened alley on McLeod Avenue

Belmont City Council on Oct. 6 approved an ordinance permanently closing an unopened 15-foot alley off McLeod Avenue to facilitate future frontage improvements as redevelopment proceeds.
Planning staff described the alley as roughly 70 feet in length and approximately 1,450 square feet in area. Staff said the parcel is largely within a floodplain and topographically constrained, and that closing the center of the alley would allow continuous curb, gutter, sidewalk and street-tree improvements along the Crown Avenue frontage when adjacent parcels redevelop. Notices required for abandonment — certified mail to adjacent owners, four weekly newspaper postings and on-site signage — were completed as part of the process.
Staff said the nearby parcel at 37 South Main Street does not currently require the alley for access; a development application has been submitted for that corner parcel but does not depend on the alley abandonment. No members of the public signed up to speak on this item at the hearing.
Council moved, seconded and approved the ordinance unanimously; staff said the closure will be recorded and the city will continue to follow applicable procedures for right-of-way vacations.
