Henrico supervisors approve appointments, permits and multiple contracts; introduce $34.4M in budget amendments

At its Feb. 10 meeting the Henrico County Board of Supervisors approved a slate of administrative appointments and several board papers that included contract awards, a real property conveyance, and the introduction of February budget amendments totaling roughly $34.4 million.

Appointments and real property: The board appointed six individuals to the Sports and Entertainment Authority (board paper 44-26). The board also authorized conveyance of a parcel of Glover Park to the Sports and Entertainment Authority (46-26) to support a tournament facility; a county real property director said the transfer aligns adjacent parcels for the SEA's planned development.

Permits and ordinances: The board approved a provisional use permit (45-26) for outdoor food preparation and accessory outdoor dining at the proposed Deep Run Roadhouse (John Rolfe Parkway) subject to nine conditions (limits on smokers, screening of fuel/wood, prohibition on outdoor speakers and materials matching the shopping center). An ordinance (47-26) vacating a 50-foot building line at 6 Game On Road (River Hill subdivision) was adopted to allow front-porch improvements.

Contracts and capital projects: The board awarded a fixed-price $5,730,950 contract to In Situ Form Technologies for Phase 1 of the East Highland Park Sewer Rehabilitation project (50-26), with work expected to start in April and complete within 490 calendar days. It also approved a unit-price contract of $1,048,000 (plus a $155,000 allowance) to Harbor Dredge and Dock for the Ridgefield Parkway BMP and stream restoration project (51-26); the latter includes $168,000 in state contributions.

Budget introduction: Finance staff introduced February amendments to the FY25-26 plan (48-26) totaling $34,400,000; the presentation listed approximately $19,700,000 for four public works capital projects and cited operating requests including $3,000,000 for highway maintenance and $3,600,000 for General Services. The board set a public hearing on the amendments for Feb. 24.

Grant authorization: The board authorized public works to apply for a U.S. Department of Transportation grant (Better Utilizing Investments to Leverage Development build program) for a shore/pump-area improvements project with an estimated cost of $167,000,000 and an anticipated request of up to $25,000,000 in federal BUILD/BIL-era funds; county staff said about $60-65 million from CVTA and $32,000,000 from the state are already committed to the project.

Outcomes: All items on the consent/public hearings and general agenda described above were approved by voice vote without recorded roll-call tallies.
