The Henrico County Board of Supervisors voted to approve a conditional rezoning request from Youngblood Properties to allow three single-family lots on a 2.3566-acre parcel, after the applicant revised an earlier, denser proposal and submitted voluntary proffers.
Planning staff described the case as a revision of a prior application and said the 2026 comprehensive plan recommends suburban residential (SR-1) use for the area. The applicant amended the concept plan to reduce density from four lots to three and submitted 15 proffers addressing density, access, building materials, minimum home size (2,300 square feet, excluding garages), and limits on construction days. Planning staff told the board the request now better aligns with the Meadow Farm neighborhood across the street.
Neighbors attending the public hearing raised two concerns: that the property's septic system had been described as failing and that prior interactions with Youngblood Properties at the Covey Run subdivision had led to unresolved issues. Larry Hadley testified that he believed alternative septic systems were available and that the developer's motives might be to obtain sewer service funding by adding lots. Trung Bow, another adjacent resident, urged denial and said the existing septic system was functioning for current occupants.
Planning staff (Emerson) responded that the proposed lots must be served by public water and sewer at the applicant's expense and that the project requires an approximately 2,300-foot off-site 8-inch sanitary sewer extension to reach the property. Emerson also said the BMP at Covey Run had been transferred to the homeowners association and that proffers would be enforced through permit review; building permits would be compared back to proffers and could be denied if they do not conform.
Supervisor discussion emphasized that the reduced density and voluntary proffers addressed planning and neighborhood concerns. On a voice vote the board approved the rezoning as proffered (motion moved and seconded on the record). The manager and planning staff said the county would monitor proffer compliance through the permit center.
Next steps: the applicant may bring building permits and must construct water and sewer at its expense; permit review will check conformance with proffers and certificates of occupancy could be withheld if proffers are not met.
