Flower Mound council approves Canyon Falls Village 3 with slope and floodplain exceptions and park fees

The Flower Mound Town Council unanimously approved the Canyon Falls Village 3 subdivision site plan and associated parks-board recommendations after presentations from planning staff and the applicant.
Planning staff member Lehi summarized the application as "a subdivision site plan application for Canyon Falls Village 3" covering just under 27 acres and proposing 65 medium-density residential lots with a minimum 10,000-square-foot lot size. Lehi described two exceptions the applicant requested: a slope exception covering 1.92 acres of 5–12% slope and 0.06 acres of land greater than 12% slope, and an exception allowing construction-related grading in an area the town projects will be part of a fully developed floodplain. "The only area that's being included within this exception is, the grading," Lehi said, and staff indicated the applicant has provided flood studies and modeling for review.
Perry Homes' representative Brett Pedigo told the council the grading and drainage design is intended to reduce the need for tall retaining walls and to control and slow stormwater velocities. Pedigo said the project's engineer, Johnson Bolt, prepared the flood study and staff reviewed it. "We turned the flow line ... which pushes the flow of that water more this way and around and missing those lots," Pedigo said, describing how the culvert alignment and grading spread flow to lower erosive velocities.
Lehi also reported that the parks board recommended cash-in-lieu of $354,020.25 and park development fees of $94,384 for this phase of Canyon Falls. Council members asked about long-term erosion and who would be responsible if maintenance were needed; staff and the applicant said common open-space areas would be deeded to the Canyon Falls HOA for maintenance and private retaining walls on lots would be the lot owner's responsibility, with drainage easements included for town maintenance where appropriate.
After questions and discussion, a council member moved to approve item J2 as presented; the motion passed on a unanimous roll call (Council member Werner — Aye; Council member Taylor — Aye; Mayor Pro Tem Martin — Aye; Deputy Mayor Pro Tem Schiefel — Aye). The council then moved and approved item J3 as presented by the same unanimous vote. The council later convened a closed session and returned reporting no action taken before adjourning.
