Katy approves $4.20 million contract for West Katy drainage improvements

The City of Katy on Jan. 26 approved a resolution awarding the West Katy drainage improvement contract to Triple A Asphalt Paving, Inc., for a bid of $4,197,887.25, city staff said.

City staff told the council the total project cost — which incorporates the recommended bid, a recommended contingency, and previously approved engineering design and construction-phase services — is about $4.0 million. Staff said the project will be paid from the fiscal-year capital reserve fund (underground infrastructure) and from general fund reserves.

During discussion, council members asked detailed questions about the schedule, traffic impacts and where new storm lines and inlets will be placed. The city’s engineer, David Leinaker, said crews are projected to mobilize on March 9 and, "We expect it to be substantially complete by Christmas time next year." He described the work as mainly in the street with alternating lane closures and flaggers rather than full road closures.

Council members also asked how the work ties to earlier projects such as the First Street improvements and bridge replacements; staff said the projects are complementary and that the West Katy contract will bring large-diameter storm sewers into neighborhoods currently lacking adequate storm infrastructure.

A motion to award the contract was made and seconded and carried by voice vote. The contract includes the recommended contingency and references previously approved engineering expenditures under Resolution 1664.

What comes next: staff will finalize the contractor’s mobilization timeline, public notifications and traffic-management plans before construction begins in March 2026.
