Residents both criticize and defend Katy Council member Dan Smith during public comments

During the Dec. 15 special session public-comment period, three residents offered contrasting views of Council member Dan Smith.

Michael Payne (5823 Green Meadows Lane) criticized Smith’s record and tone, calling him "a very divisive politician with a mixed reputation," and cited prior election vote totals to contrast outcomes for Smith and other officials. Payne also alleged past remarks by Smith about animal control and repeated an attributed comment he said Smith had made referencing Mayor Theo; Payne said the community should recruit new candidates to protect "small town charm."

Sean Dahl (6303 Alicia Way) offered a more mixed view, calling Smith "a good father and a good husband" and saying Smith has a generally positive community reputation. Dahl asked the council for clarity about public access to the city administrator, noting a lobby kiosk labeled "meet with city administrator" and that he had been told the administrator was unavailable on visits; he said he had requested records to understand whether the administrator was in meetings or otherwise unavailable and that he had not yet received clarification.

Justin Grant (Ward A) defended Smith as an accessible representative, saying Smith frequently asked constituents, "What can I do for you? How can I help you?" Grant described his personal interactions as evidence of Smith's constituent service.
