Applicant representatives described community engagement including meetings with the River Mill HOA and planning staff, and promised enhanced transitional buffers, sidewalks, internal sidewalks and street trees. The applicant also proffered design guidelines for small‑lot single‑family development and said at least two amenities and on‑site guest parking would be provided.
Supervisors and public officials discussed intersection and shared‑use path interactions, drainage and school capacity. Rachel Thayer, HCPS school planning specialist, provided context on specialized program impacts to Glen Allen High School capacity (noting 80 students leave campus daily for ACE center programs, which affects functional capacity calculations). DPW staff said future road improvements (Woodman Road improvements on the metropolitan transportation plan) and potential roundabout planning are part of broader infrastructure planning.
The board approved the rezoning with the proffers dated Oct. 8, 2025, by voice vote after a motion to follow the planning commission recommendation. The decision includes county staff oversight at the plan‑of‑development and subdivision stages to address drainage and access issues.
