Henrico supervisors defer Elder Homes rezoning after drainage, traffic concerns

The Henrico County Board of Supervisors on Nov. 12 voted to defer consideration of a conditional rezoning for Elder Homes Corporation, asking staff, public works and traffic engineers to provide fuller technical answers. The applicant sought to rezone roughly 17.5 acres to allow about 60 single‑family homes; revised proffers and concept plans addressed sidewalks, buffers and other design elements.

Multiple neighbors and civic associations told the board they remain worried about flooding, drainage, narrow roads and compatibility with the existing neighborhood. "There have been various voices and concerns," said a resident who noted hundreds of petition signatures opposing the change. DPW and consultant engineers acknowledged the site is very flat and said a large BMP and an adequate outfall will be critical to preventing downstream flooding; DPW staff said detailed design and calculations typically occur at plan of development (POD) and subdivision stages.

Supervisor Nelson and others said they were uneasy about approving the rezoning without firmer assurances from DPW and traffic engineering. County staff suggested returning with public works and traffic answers in a future meeting; the board moved to defer the case to Jan. 27, 2026 (at the board’s request) so those analyses can be provided publicly.

What happens next: the applicant will continue engineering work and meet with DPW and traffic staff. The deferral keeps the case active with a follow‑up hearing scheduled for the Jan. 27, 2026 board meeting unless the applicant requests otherwise.
