Bob Pegg, the town engineer, opened the public hearing and introduced consultant Connor Manley of Kimley-Horn, who summarized the modeling used to update capital-improvement needs. Manley said the master plans (originally adopted in 2009 and last majorly amended in 2020) were recalibrated with meter and treatment-plant flow data and town operational data.
