Henrico supervisors approve property acquisition, utility contracts and sewer change order

Real property staff proposed purchasing an undeveloped parcel at 3809 Francistown Road for drainage mitigation in the Brooklyn District; the owners, Doris and Carrie Scruggs, agreed to sell the property to the county for $2,992,990. Directors of public works and real property recommended approval and the board approved the resolution.
The board also authorized an award to Walter Via Enterprises for a unit-price contract to install new water and sewer service lines on private property for income-qualified homeowners through the Community Revitalization Department. Staff said the county estimates $6,900,000 in potential work if every qualifying homeowner participates; the program will use ARPA funds and allows contract renewal for up to two additional one-year terms.
A construction change order of $855,750 for the Tuckahoe Creek trunk sewer project was authorized after contractors encountered unforeseen rock excavation. Staff said the cost was negotiated and that moving forward quickly was necessary to spend ARPA funds within required timelines.
Other items approved by voice vote included a quick claim deed releasing a 16-foot utility easement at 5701 Eastport Boulevard, vacation of a portion of a drainage and utility easement at 4411 Saralyn Road to accommodate an expansion, abandonment and quitclaim of Old Pump Road for a residential development, and acceptance of roads in Valina.
Board members questioned oversight and negotiation on the larger construction change order and asked staff to follow up with additional bidding and oversight details where appropriate. In each case the director of real property, public works or utilities recommended approval and the county manager concurred.
