Summary
The Board of Supervisors unanimously approved FY25–26 budget amendments totaling $34.4 million, HUD-plan funding adjustments, several property exchanges and condemnations, and contracts for water and road projects at its Feb. 24 meeting.
The Henrico County Board of Supervisors on Feb. 24 approved a package of fiscal and real-property measures, along with several procurement awards for water and road projects.
The board approved amendments to the FY25–26 annual fiscal plan totaling $34,400,000, including more than $25,000,000 for capital projects (nearly $20,000,000 for public-works projects funded with state money) and $9,300,000 for operating adjustments. "The total of these amendments is $34,400,000," finance staff told the board. The amendments had been introduced at the Feb. 10 meeting and were advertised in the Henrico Citizen as required by Virginia code.
The board also authorized the county manager to submit an amended consolidated plan and FY25–26 annual action plan to the U.S. Department of Housing and Urban Development, adding $266,615 in Community Development Block Grant (CDBG) funding and $33,385 in HOME funds to support a nonprofit’s enhanced-rehab services for seniors and people with disabilities and to recapitalize a small-business revolving loan fund.
In real property actions, the board approved an exchange of county property with the Islamic Center of Henrico to provide egress onto Galaxy Road; the Islamic Center will pave the egress driveway and install one-way signage within six months of deed recordation. Separately, the board authorized condemnation proceedings for a parcel needed for the Fault Line Trail Longdale phase and approved a quitclaim of county interest in roads within the Club Commons at Wyndham Condominium development (roads acquired March 2025 for maintenance).
Procurement approvals included:
- A $464,040.75 change order for the Strawberry Hill Pumping Station screw pump replacement to cover unanticipated tariffs on imported equipment, additional concrete repairs and equipment enhancements; the project remains on track for October completion.
- A $2,061,153 fixed-price contract awarded to Central Site and Utilities for the Colonial Court area water rehabilitation project (water main replacements, meters and service lines); work is expected to start in April and finish within 360 calendar days.
- A unit-price contract of $8,679,474 awarded to J.R. Kasky Inc. for the Leesville Farm Drive extension project, including approximately 800 linear feet of roadway, a single-lane roundabout, sidewalk, shared-use path, ADA ramps, water main, and stormwater management; construction is expected to begin in April 2026 with substantial completion within 395 calendar days.
All votes recorded in the meeting transcript on these items were in the affirmative with no roll-call names beyond general "ayes." Where a public hearing was required, staff reported there were no in-person or WebEx speakers on the items before votes. The board concluded with brief remarks and adjourned the meeting.
Next steps: the budget amendments and contract awards move forward as authorized; the condemnation authorization begins the county’s legal process to acquire necessary easements for trail construction.
