Lake Elsinore council certifies CFD election results, introduces Pipe Dreams and fire-hazard ordinances

The Lake Elsinore City Council on Tuesday adopted a resolution certifying the results of elections within the City’s Community Facilities District and introduced three ordinances tied to financing, a local development agreement and fire-hazard mapping.
The council opened a public hearing on the Community Facilities District (as read at the meeting) to approve an amended rate and method of apportionment for improvement areas 1 and 2, increase the authorized bond indebtedness for each improvement area, and call elections. With no public speakers or written protests reported, Councilmember Johnson moved to adopt the resolution and Councilman Sheridan seconded; the motion carried 4-0. The city clerk reported that ballots had been cast and that the ballot propositions were approved by more than two-thirds of the votes in each improvement area.
Following certification, the council waived further reading and introduced by title an ordinance authorizing the levy of special taxes within the district’s two improvement areas. That motion was made by Councilman Sheridan and seconded by Councilmember Johnson and passed 4-0.
On a separate agenda item, the council opened a public hearing and then introduced an ordinance to approve an amendment to the development agreement for Pipe Dreams, a business with locations read into the record as 3181 Bridal Road, Suite 160 and 31875 Coridan Road, Suite 120. Mayor Pro Tem McGee moved to introduce the ordinance; Councilmember Johnson seconded and the motion passed 4-0.
The council also voted to introduce an ordinance adopting fire hazard severity zones as recommended by the California Department of Forestry and Fire Protection (as cited in the meeting). Councilmember Johnson moved to introduce the ordinance and Councilman Sheridan seconded; the motion carried 4-0. Staff did not present additional materials during the meeting.
All actions above were taken without public comment during the respective hearings. Where the clerk read election results, the clerk stated, “The ballot propositions have been approved by more than 2 thirds of the votes cast in the election for each improvement area.”
Next steps: the introduced ordinances will return for further readings or future hearings as required by law; the City will hold any required subsequent proceedings and publish notices as applicable.
