At the end of its Nov. 17 meeting, the Town Council considered its 42 allotted votes for the Denton Central Appraisal District (DCAD) Board of Directors and voted to split those votes among three nominated candidates: Mike Henifer, Ann Pamicle (name as shown in the packet), and Jordan Villarreal. The motion to allocate votes three ways passed 4-1 on roll call.
Shortly after, the council convened into a closed session under Texas Government Code provisions. After returning to open session, council voted unanimously to amend the town manager's compensation package "as discussed in closed session," and approved the amended package by unanimous roll call.
Why it matters
DCAD board membership affects appraisal-district governance and policies that can indirectly influence property valuations and local tax administration. The closed-session amendment to the town manager's compensation is an administrative personnel action; the council approved the change with a public vote after closed discussion.
At the council table
Tracy Henderson (Town Secretary) presented the DCAD ballot options and voting rules. The council debated candidate merits and then moved to divide the town's votes among three nominees. The closed-session motion to amend the town manager's compensation was moved on return to open session and passed unanimously.
Votes
- DCAD: Motion to split 42 votes among Mike Henifer, Ann Pamicle, and Jordan Villarreal passed 4-1.
- Personnel: Motion to amend the town manager's compensation package passed unanimously following closed session.
Next steps
Town staff will cast the 42 DCAD votes in the election per the council direction and will implement the compensation amendment through HR with details to be recorded in administrative records.
