Commissioner Lynn Padgett reported at the Feb. 11 work session on recent legislative outreach and meetings. Padgett said city manager Michelle Matura testified before a House Natural Resources subcommittee about the Crystal Reservoir Conveyance Act and that a Senate committee hearing was scheduled the following day.
"She did excellent," Padgett said of the city manager's testimony, adding that she and city representatives planned to be present for the Senate subcommittee hearing and to meet with senators' staff in advance. Padgett cautioned that federal agencies may seek technical changes and said the county will continue to monitor the bill's progress in both chambers.
Padgett also described her experience at a recent Colorado Counties, Inc. (CCI) meeting and raised concerns about how online polling and virtual participation were handled, saying it made some bill‑position votes awkward for remote participants.
The board did not take action at the meeting but noted plans to follow witnesses' appearances and to share links to testimony and written materials when available.
