Council approves FY2025 year‑end budget cleanup; staff says fund balance wasn’t used

The Brookhaven City Council on Feb. 24 approved an ordinance amending the FY2025 General Fund and SPLOST II budgets to reconcile department variances and fund transfers.
Steve Chapman, identified in the meeting as a deputy city manager, presented the ordinance as a routine year‑end cleanup to align departmental budgets and fund accounting entries. "This trues up the 2025 budget," Chapman said, explaining that the ordinance moves dollars between departments and funds but does not add expenditures beyond approved appropriations.
The city manager told the council that final revenue and receivables arrived above expectations and that the city did not use fund balance to cover expenses. "We did not use fund balance," the city manager said, and noted that the exact final number will be available after the audit is completed in May.
Council member Jennifer Owens moved to approve the ordinance; the motion was seconded and the council approved the item on a voice vote with no opposition.
Staff characterized the action as a housekeeping measure that reconciles variances across funds — including SPLOST II, capital projects, 911, debt service and fleet management — and noted the transfers will be reflected in the final audited statements.
