Ouray County completes public performance review of county attorney; board approves evaluation

The Ouray County Board of County Commissioners on Feb. 10 completed an open-session performance evaluation of County Attorney Leo Caselli and approved the 2025 evaluation.
Caselli presented an annual report and a prioritized list of goals he proposed for 2026, including training (open-meetings, NIMS, ethics), revenue-related work (support for potential ballot measures), tech and records improvements, support for mergers and acquisitions (including the Silver Mountain project), personnel policy updates, land use-code revisions, and continued litigation and water-rights work.
Commissioners praised Caselli's handling of a busy 2025, noting his role in numerous contracts, litigation matters and administrative transitions; they commended his willingness to expand his scope when needed and urged him to address workload and cross-training concerns. Caselli asked for board support to clear a backlog of roughly 68 outstanding requests and to allow time to tackle major projects; commissioners agreed to help prioritize work and provide breathing room where feasible.
The board moved to approve the written evaluation and will finalize the evaluation document for signatures as part of personnel records.
