Commission moves forward with Old Smyrna Road Phase 1 design contract after strong public support for alternative A

The commission reviewed and discussed a proposal to authorize full design services with Sullivan Engineering for Old Smyrna Road Phase 1.

Staff (S1/S11) summarized the project scope and public outreach: the city ran neighborhood meetings and a follow‑up public hearing after surveying three alternatives, and alternative A received 84% support in citizen surveys. The design scope includes a new roadway segment north and parallel to the existing historic Old Smyrna Road, a roundabout at Jones Parkway, reduced vehicle speeds, and safer bicycle and pedestrian accommodations.

Staff advised that a small historic cemetery lies within a portion of the planned right‑of‑way; the design contract excludes right‑of‑way acquisition (the city will handle acquisitions internally) and will include measures to preserve and potentially improve the cemetery’s condition. The design cost presented to the commission was $694,616.

Project timing discussed in the meeting called for design completion in May 2027, right‑of‑way acquisition taking roughly six months thereafter if needed, and construction readiness targeted the following summer; project sequencing will be coordinated with Split Log Road work and other nearby projects.

Commissioners asked several technical questions, including bicycle‑lane details; staff said the design provides a typical 4‑foot bike lane on each side separated with a concrete ribbon curb in places rather than only paint.
