City staff asked the Housing Commission to recommend City Council approval of the FY 2026–27 Homelessness Action Plan funding plan and associated Housing Trust Fund expenditures. Chris Schilling said the proposed resource package totals roughly $8.8 million, with housing assistance accounting for about 41% of the plan and police homeless outreach making up about 25% of the total. He noted much of the funding is grant‑restricted and cannot be repurposed.
Schilling described changes from the prior year, including a slightly reduced total compared with the prior year (staff reported the prior plan was a little over $9 million) due largely to multi‑year state grants and timing of grant expenditures. Staff proposed $101,000 from the Housing Trust Fund for direct services and emphasized that HUD Continuum of Care competition timing could affect future awards.
Commissioners asked about contingency and the process if programs or contractors exceed contracted amounts; staff said contracts are managed to avoid overruns but additional appropriations would require City Council approval. Chair Chang called for the motion; the resolution recommending Council approval passed 3–0 with Vice Chair Holden recused due to an employment conflict.
The recommendation will be forwarded to City Council as part of the city’s budget and grant oversight process.
