Monroe Street pool renovation remains on track for 2026 reopening, but staff warns of delays
Summary
Staff reported the Monroe Street pool renovation is ongoing after a January contract and a March 31 facility closure; unexpected roof framing removal and energy-utility issues may push reopening from early summer to late summer or fall 2026.

City staff told the Parks and Recreation Commission on Nov. 17 that work on the Monroe Street pool remains active but has encountered construction issues that could delay reopening.
Park Services Manager Todd Reese reviewed milestones: City Council awarded the construction contract Jan. 14, 2025; the facility closed for construction March 31; crews have completed demolition and foundation work and installed plumbing and conduit. Reese said photos in the staff packet show recent progress.
Schedule concerns: Commissioners asked whether the pool could reopen in time for the summer season. Director Lancaster cautioned that unforeseen conditions had arisen—most notably the need to remove the roof framing entirely because it was compromised—and energy availability issues with utility partners required design adjustments and a contractor change-order process. "Our hope was that we would be able to make it in time for the summer season... the best case scenario is late summer," Lancaster said, noting the project could push into the fall if further issues arise.
Next steps: staff said they will proceed with required change orders, finalize energy/utility designs and continue construction; they will keep commissioners updated on schedule changes and rely on contingency funds to address unforeseen items.
The commission received the update and asked staff to notify them when construction milestones affecting public opening are firmed up.
