The Carlsbad Housing Commission voted 4-0 on Jan. 8 to appoint Horton as chair and Berger as vice chair.
Christian Golaras, Housing Service Manager, reviewed the roles and responsibilities of the chair and vice chair, saying the positions guide meetings, maintain decorum and facilitate public participation. Commissioners discussed succession and willingness to serve; one member said they would not run again and offered support for a new chair. A motion to adopt a resolution naming Horton as chair and Berger as vice chair was carried by a vote of 4 to 0.
At the end of the meeting staff announced the point‑in‑time (PIT) homeless count scheduled for Jan. 29, 2026. Golaras said volunteers should plan to arrive around 3:30 a.m., provided the event’s registration website (sandiego.pointintime.info), and asked for roughly 20 volunteers for Carlsbad. A commissioner said they had already signed up.
The commission adjourned at 4:40 p.m.
