Carlsbad libraries briefed on FY27 budget timeline; submissions due Feb. 13

Fiona Everett, senior management analyst for the Library and Cultural Arts department, gave trustees a brief overview of the FY 2026–27 budget process and timeline on Jan. 28.
Everett said department budget submissions are due to the Finance Department on Feb. 13. The library will review the submission with city leadership on Mar. 19; the preliminary budget will be presented to City Council on May 19 and to the public during a community budget workshop on May 21. The City Council’s public hearing and adoption are scheduled for June 16, and the new fiscal year begins July 1.
Everett summarized budget guidance: requests for additional personnel, maintenance, or operational funding will need to demonstrate a critical community need, legal mandate, or alignment with fiscal sustainability. Staff will return to the board with a more detailed presentation before the trustees are asked to concur with the submission in the spring.
Trustees were encouraged to gather feedback from community members or constituents about needs they want the library to consider in the budget process.
