Staff reports: Apollo Middle School right-turn approval, new applications for Greenwood Park, Casa Loma and Zipline drone facility

Staff told the Planning Commission that City Council approved right-turn movements for Apollo Middle School and that three new development applications (Greenwood Park residential redevelopment, a Casa Loma private school special permit and a Zipline drone charging/operations hub) are tracking for April review.
At the Planning Commission meeting March 3, staff updated commissioners on recent decisions and pending applications. Staff said the City Council on Feb. 23 unanimously approved a recommendation to allow right-turn movements onto Amherst for Apollo Middle School following traffic studies and discussion of southbound impacts.
Staff said a cosmetic-tattoo establishment case on Alamo Drive was tabled to March 23 because the applicant did not attend. Staff also reported three new development applications currently tracking for an April 7 staff review: a residential redevelopment on the west side of West Shore Drive called Greenwood Park (on the former nursing-home site), a special-permit request for Casa Loma private school on Richardson Drive, and a Zipline proposal for a drone charging/operations facility near Collins and Campbell. Staff noted that Zipline and Amazon-related drone operations have raised resident concerns and that FAA approvals previously allowed drone operations connected to an Amazon pilot program; staff said they expect further public discussion and presentations at council meetings.
