Jamie Timberlake, coastal zone administrator for the City of Oceanside, briefed Carlsbad’s Environmental Sustainability Commission on the ReBeach regional pilot and requested Carlsbad staff participation.
Timberlake outlined recent milestones: selection of a preferred artificial-reef shape based on 2023–24 design competition results; hydrodynamic modeling that identified a bidirectional reef to manage wave energy from northwest and southwest swell; and the release of a notice of preparation for the environmental-impact report. She said more detailed morphological and physical wave-basin modeling will follow and that permit-ready designs are anticipated in 2026.
"Over the past year, the project has focused on engineering, technical studies, early environmental work, and continued community engagement," Timberlake said, summarizing the process and the project’s intent to pair nearshore nourishment with low-profile headlands and an offshore reef.
Timberlake asked that Carlsbad designate a staff representative to collaborate on developing the project’s long-term monitoring and adaptive-management program. City staff present said they have been in periodic contact with Timberlake and will arrange a presentation and further coordination at a future commission meeting.
SANDAG’s Shoreline Preservation Working Group has formally recognized ReBeach as a regional shoreline initiative, Timberlake said, and Oceanside views the pilot as a model for sand retention and coastal resilience that could inform neighboring jurisdictions.
Carlsbad staff said they will invite Timberlake back for a fuller presentation at the commission’s next meeting and will consider assigning a staff liaison to coordinate as the project moves through design, permitting and possible future construction.
