Carlsbad approves Chestnut Avenue perpendicular parking and starts Barrio parking study

The Carlsbad City Council unanimously approved staff recommendations to implement perpendicular parking on Chestnut Avenue east of Madison Street and to initiate a broader Barrio parking analysis.
Transportation staff presented a phased approach: phase 1 would convert certain red-curb segments to available parking; phase 2 focuses on Chestnut Avenue (perpendicular stalls east of Madison) and nearby areas; phase 3 evaluates diagonal parking on wider streets. Staff said converting Chestnut to perpendicular parking yields a net gain of four spaces while a Madison Street diagonal conversion could add two more spaces; combined, staff estimated a net gain of six spaces.
Tom Frank, the city's transportation director, gave preliminary construction-cost estimates: roughly $31,175 per net space on Chestnut and about $59,250 per net space for the Madison Street option. Staff cautioned those figures exclude soft costs (design, inspection, contingencies). Council asked whether the proposed transfer from the Barrio Street Lighting Project would affect lighting work; staff said the transfer would not negatively impact the Barrio lighting projects.
A resident urged the council to consider a 10-year-old diagonal-center-of-road parking idea that would place parking in the center lane and slow traffic; the council asked staff to include community input as part of the consultant's study.
Councilmember Burkholder moved to adopt staff's recommended action to proceed with perpendicular parking on Chestnut and to authorize the Barrio Parking Improvement Project; the motion was seconded and passed unanimously.
Next steps: staff will start a task order with a consultant to analyze phase 3 opportunities, develop a conceptual design for Chestnut Avenue perpendicular parking, and pursue public outreach and permitting before returning to the Traffic Safety and Mobility Commission and council.
