The Southampton County Board adopted two companion ordinances on May 27 adjusting income thresholds and exemption tables for tax relief and solid‑waste fee relief targeted to elderly and permanently disabled residents.
Staff said the change updates a long‑standing program to account for inflation and cost‑of‑living increases; the combined household income cap for eligibility will be $45,000 (previously $40,399), and the sliding scale of exemptions was shifted forward so qualifying households receive a larger percentage exemption at each bracket below the cap.
The county attorney/staff cited applicable code language that the exemption is available to property owners age 65 or older or those who are permanently and totally disabled under Virginia code. The board held public hearings on both ordinances and voted unanimously to adopt them.
A staff member read the exemption brackets aloud for the record during the meeting. The board directed staff to implement the ordinance changes and noted the revisions are intended to expand eligibility and ease cost burdens for vulnerable households.
