Mr. Kaye said the housing commission recommended priorities for spending the remaining funds; staff proposed moving about $565,000 to Washington Woods for window and patio‑door replacement and allocating the balance to Habitat for Humanity’s home repair program to ensure compliance with HUD’s low‑to‑moderate income impact rules. "This will remove really the last substantial amount of asbestos from the building," Mr. Kaye said of the Washington Woods work, noting asbestos abatement is included in the low bid.
Council also considered a partial award to the low qualifying bidder, First Contracting LLC of Ovid, Michigan, in the amount of $717,911 for Washington Woods East window and patio door replacement and authorized change orders up to $20,000. The contract and the budget amendment were each approved unanimously, 5–0. The resolutions authorize the mayor and city clerk to execute the contract and to proceed under the city's purchasing rules.
