Board approves expanded occupancy for Faith Recovery residence, limits authorization to 325 B pending code compliance

York County supervisors voted Dec. 16 to approve a special‑use permit allowing Faith Recovery (Youth Challenge of Hampton Roads) to increase occupancy at a recovery residence on Ewell Road, while narrowing the approval to one building on the parcel until state room‑size standards are addressed.
Planning staff presented the application to expand the site's total occupancy from 16 to 21 residents across two buildings and recommended approval subject to conditions including a change‑of‑use certificate of occupancy, installation of an automatic sprinkler system in accordance with the 2021 Virginia Construction Code, and a Fire & Life Safety (FLS) inspection and approved emergency plan before the change takes effect.
"The applicant is seeking authorization to increase the number of occupants in an existing recovery facility from 16 to 21 to satisfy an expressed need for safe housing and addiction recovery services," planning staff said.
Travis Hall, president and CEO of Faith Recovery, described the program as a clinically managed, faith‑based recovery residence accredited by state and national bodies and said the organization provides housing, case management, counseling and job‑skill training.
During public discussion, board members clarified that one of the two buildings (325 A) currently does not meet DBHDS bedroom‑size standards and therefore cannot legally house the full set of occupants without building modifications. For that reason, Supervisor Holroyd moved — and the board adopted — an amendment to limit the permit approval to building 325 B (allowing 13 residents there) and to remove the part of the resolution authorizing occupancy increases for 325 A until the applicant brings that building into compliance.
The motion to adopt proposed resolution R25‑172 as amended passed on roll call with the five supervisors present voting "yes." The recorded vote (by name as reported at roll call) was: Holroyd — yes; Drury — yes; Roan — yes; Sheppard — yes; Missus Knoll — yes.
Staff noted parking and trip‑generation analyses: the site sketch plan shows 16 parking spaces on the parcel, which meets the applicable requirement (3 spaces plus one per two beds) for 21 residents (14 spaces required). Staff also recommended the condition that Faith Recovery maintain all applicable DBHDS licensing and county code compliance.
