The York County Planning Commission voted to recommend adoption of amendments to the county zoning ordinance to define and regulate "theft deterrent wire." Staff presented proposed changes that would add a comprehensive definition (including razor wire, concertina, TDCCs and electrified wire), clarify where such wire is allowed in residential districts (maintaining exceptions for domesticated livestock and gardening consistent with Code of Virginia §55.1-2804), and establish performance and aesthetic standards for commercial and industrial districts with administrative-exception routes.
Staff said the revisions were developed after reviewing ordinances in neighboring localities and after discussion with the commission’s ordinance amendment subcommittee. The proposed text removes one subsection that would have prohibited projecting arms past the fence plane (while retaining language that bars projections over property lines) and adds enforcement and exception procedures to address public-safety and aesthetic concerns.
Commissioners praised the thorough presentation and alignment with other localities. The commission adopted Resolution PC 25-29 (amended as distributed to the dais) recommending approval of the ordinance changes; the roll call recorded unanimous support among members present.
Next steps: The recommended ordinance amendments will proceed to the Board of Supervisors for consideration and potential adoption.
