Council approves city's CDBG annual performance report for submission to HUD

Amber Alvidrez presented the city's Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant program, covering the federal program year that ran from Oct. 1, 2024, through Sept. 30, 2025. Alvidrez said shifting federal requirements and delays in funding constrained some activities, but staff reallocated resources and partnered with local organizations to deliver services.
"We were able to spend approximately around 54,000, and that was able to serve around a 130, individuals," Alvidrez said, specifying that funds supported two daycare-related programs delivered in partnership with the health department and the YMCA of Grand Island.
Council members asked how unspent funds would be handled and whether shifting more activities to city-run projects would reduce risk associated with changing federal requirements. Alvidrez said staff can pursue amendments and move some funding into city projects such as curb ramps and a large wastewater project to ensure timely spending and compliance.
Council voted to approve the CAPER submission to HUD. Council members requested additional transparency on specific accomplishments (spreadsheets or worksheets) and follow-up discussion about whether the unspent amounts will be available for next program year amendments.
Next steps: staff to file the CAPER with HUD and follow up with council about program accomplishments and proposed amendments to reallocate remaining funds toward eligible city projects.
