Kearney City planning commission approves land-use map amendment and rezoning for Lot 2, Abood Addition

The Kearney City Planning Commission on its February agenda approved a future land use map amendment and rezoning for Lot 2 of the Abood Addition, a 6.93-acre parcel north of Interstate, north side of 1st Street east of Central Avenue.
Craig Bennett of Miller and Associates, representing property owner Marilyn Mulcomer, described the parcel and the request to change the future land use designation from a mix of urban reserve (UR) and commercial (COM) to all COM and to rezone the site from RR1 (residential) to C3 (general commercial). Bennett said the property includes a flag-lot access strip about 100 feet wide that could accommodate a standard 60-foot right-of-way and that a 16-inch water main and a 15-inch sanitary sewer are nearby and could be extended to serve development. He said the existing residence would remain for a period while other outbuildings would be removed.
City staff planner Melissa said the proposed FLU amendment is consistent with development trends along East 1st Street, that the requested C3 zoning is compatible with adjacent zoning, and that the proposal aligns with the city’s 2016 comprehensive plan. "Staff recommends approval of the FLU amendment and rezoning as presented," Melissa said.
The public hearing on the FLU amendment was closed and the commission moved and seconded approval; multiple commissioners recorded "Aye" and the chair announced the motion passed. The commission then held the rezoning hearing for rezoning number 2026-01 for Lot 2 of the Abood Addition, took a motion based on staff findings, and again recorded affirmative votes. The chair declared the rezoning motion carried.
The commission’s actions were procedural approvals based on the applicant presentation and staff findings; no conditions or amendments to the rezoning were recorded in the transcript. After the votes, Bennett thanked the commission and staff reminded commissioners that registration for the Nebraska Planning and Zoning Conference in March was open and that today was the last day to sign up.
The meeting closed with the chair announcing this would be their final meeting on the planning commission; commissioners offered well wishes and the body adjourned.
