Commission approves rezoning request for Stone Ridge Lake parcel to agricultural

The Kearney City Planning Commission voted to approve rezoning number 2025-16, which returns an R-1 zoned portion of a parcel near Stone Ridge Lake to an AG (agricultural) district.
Craig Bennett of Miller and Associates described the parcel as about 30 acres of land that currently contains the lake and related riprap and dam features. Bennett said the area was rezoned in 2007 for anticipated residential development but no platting or development has occurred. He explained the owner requests rezoning to AG to reflect current conditions and surrounding AG zoning on adjacent parcels outside the city limits.
City planning staff clarified the parcel is unplatted and noted the proposed AG zoning is compatible with surrounding development and consistent with the 2016 comprehensive plan; staff recommended approval. A nearby resident, Tim Norwood, said his property is taxed as agricultural and asked whether rezoning would affect adjacent residents; staff and the applicant explained taxation is based on use rather than zoning and said the change would not alter existing uses.
Commissioners moved, seconded and approved the rezoning based on the city’s findings of fact. The commission closed the public hearing and forwarded the recommendation.
