Kearney Police swear in two newly promoted lieutenants

Kearney Police promoted two officers to lieutenant and the city clerk administered the oath of office during tonight’s council meeting. Chief Kowalik introduced the officers, praised their service and called the promotions "well earned." Families and many officers attended the ceremony.
Chief Kowalik described Lieutenant Cordova as having about a 30-year law enforcement career, including narcotics investigations, ESU (SWAT) founding membership and leadership of the ESU team and long service as an investigative sergeant with FBI task force credentials. The chief said Cordova provided "excellent leadership" running shifts and serving in narcotics and special investigations.
Chief Kowalik described Lieutenant JC Small as a Kearney native who attended Kearney High School and the University of Nebraska at Kearney (UNK). Small served as an FTO, patrol sergeant and special services sergeant, participated on the ESU team for about a decade, helped coordinate the department's community-engagement programs and supervises the canine program.
The city clerk administered the formal oath, which reaffirmed support for the U.S. and Nebraska constitutions and concluded with "so help me God." Chief Kowalik thanked the officers' families—Cordova was joined by his wife and son; Small attended with his wife and four children—and praised the officers' service to schools, the airport and other community activities.
The ceremony was part of the evening's opening; council business continued afterward.
