Birmingham council approves radio programming deal, redevelopment agreements and property sale

The Birmingham City Council on March 3 approved several permanent-operation ordinances and property actions intended to maintain public safety communications and advance redevelopment projects.
Council approved an ordinance authorizing the mayor to enter a one‑year agreement with the Birmingham Emergency Communication District (Birmingham 9‑1‑1) to program replacement Motorola portable radios for the Birmingham Police Department and Birmingham Fire & Rescue Service. Staff said Birmingham 9‑1‑1 has the technical expertise to program the radios at no cost to the city, which yields estimated cost savings of approximately $300,000.
The council also approved documents related to the Choice Neighborhoods Legacy at Greymont Project, including a second amended and restated ground lease, assignment and assumption agreements, and related HUD and Housing Authority instruments. The mayor’s office and Budget & Finance previously recommended the measures; the council adopted the ordinance after committee review.
Separately, the council authorized a redevelopment agreement with La Vie Chiropractic PC to refurbish the property at 2505–2509 31st Avenue North (the former Family Dollar site). The city agreed to make the property available to the developer at a price of $100,000 pursuant to amendment 772.
Finally, the council approved an ordinance authorizing the mayor to execute a quitclaim deed upon receipt of $5,476.63 to Verrio Properties LLC for a parcel at 1131 29th Street North that the city acquired via foreclosure.
Clerk records show these items were presented as permanent operations and were approved during the meeting’s consent and permanent‑item votes.
