Council approves low-bid awards; questions raised about impound contract and bidder disqualifications
Summary
Council authorized multiple low‑bid awards, including the police impound contract to Roadside Towing, after city staff said three other bidders were disqualified for failing to meet impound‑lot specifications; public commenters and Councilwoman Watkins pressed staff for written findings and raised customer‑service concerns.
Council approved a consent motion on Feb. 12 to authorize multiple low bidders meeting specifications. Finance Director Penny Smith told the council that four bidders responded on the impound/record‑impound solicitation, and three were disqualified for a variety of specification failures including impound lot size (100,000 sq. ft. requirement), perimeter fencing, lighting, equipment and personnel deficiencies, and failure to disclose prior contract terminations. Smith said only Roadside Towing met all specifications and was awarded the police impound contract.
