City staff gave an informational presentation on Jan. 21 outlining the first section of a zoning‑code rewrite intended to align Hastings’s zoning code (chapter 54) with the comprehensive plan and to simplify use tables.
Staff said the rewrite would remove some legacy district names, consolidate residential districts into categories labeled low-, medium- and high-density, create a new R0 Residential Estates district, add an R4 Residential Village district intended for tiny‑home and mobile‑home neighborhoods, and split commercial classifications so that corridor and highway commercial areas can be treated differently. Staff also proposed keeping current overlay districts (flood hazard, airport overlay, wellhead protection and dark‑sky) and adding a historic‑preservation overlay as part of seeking certified local government status.
"So basically, anyone that would want to rezone to that mixed‑use district would have to provide us with a master plan, which would allow them a little more flexibility of commercial or residential uses in their district," a staff speaker explained, summarizing the approach to mixed‑use and proposed use‑table reorganizations.
Staff said additional public meetings are scheduled and that subsequent drafts will cover lot sizes, height limits and other technical regulations. The presentation was informational and the commission did not take action on the code rewrite at this meeting.
