Planning commission backs final plats, plat vacations and annexation for Garages 7th and 8th subdivisions

The Hastings Planning Commission recommended that city council approve final plats, related plat vacations and an annexation for the Garages 7th and Garages 8th subdivisions after staff told commissioners the proposals conform to the 2025 comprehensive plan and applicable zoning.
Staff member Kevin, speaking for the Development Services Department, summarized the applications and recommended approval with the condition that the related plat vacations and annexation be completed before filing the final plats. "The request conforms with the 2025 comprehensive plan," Kevin said, and noted that the parcels can be served by existing public utilities.
Matt Langston of Olsen, representing the applicant for the Garages 7th plat vacation, told commissioners the reconfiguration is "pretty straightforward" and is aimed at reconfiguring lots to better suit the owner's needs. After staff and applicant comments, commissioners moved to recommend approval of the plat vacations, the annexation for the Garages 7th parcels and the final plats for Garages 7th and 8th to city council. Each motion passed by a 5–0 vote.
The commission also confirmed that the Garages 8th plat vacation is a straightforward vacation of existing recorded plat lots and that no annexation was required for that specific item. Commissioners asked clarifying questions about sequencing — staff said plat vacations and annexation are procedural prerequisites to filing a final plat.
The commission took no public opposition testimony for these items; after closing hearings and taking motions, it recommended approval to the city council on all related actions.
Next steps: the recommendations will go to the Hastings City Council for final action on the plats, annexation and ordinances related to the Garages 7th and 8th subdivisions.
