Staff said the proposal conforms with the 2025 comprehensive plan and zoning (I-1) and that the planning commission recommended approval 7-0. Council approved the final plat 8-0. Staff clarified that an existing TIF plan applies to Lot 1 only and that Lots 2 and 3 would require additional plan amendments if the applicant seeks TIF assistance for those phases.
Resolution 2025-42 — NDOT traffic-signal maintenance: Staff presented a maintenance agreement to formalize responsibilities for traffic-signal maintenance along US Highway 34. The city will maintain components outside the controller box while the state will maintain components inside; council approved the resolution 8-0.
