The Hastings Planning Commission on Nov. 18 unanimously recommended approval to the City Council of two rezoning requests to make two parcels on West J Street (911 and 909 W. J St.) C3 Commercial Business District to accommodate a Casey's convenience store and fuel sales development.
City planner Amber presented both items and said the parcels are consistent with the comprehensive plan and existing commercial/industrial character in that area. "Staff would recommend the planning commission recommend approval to city council for an ordinance and amendment to the zoning district map to rezone the property," Amber said.
Jeff Laubach, a civil engineering consultant for Casey's, said Casey's holds the two parcels under contract and needs the rezoning because a convenience store with fuel sales is not permitted in the existing R‑1 portion of the site. "Casey's has the property under contract ... and need the rezoning to obviously convenience store with fuel sales doesn't fit in R1," Laubach said.
Both rezoning motions were made, seconded and passed by voice vote 6–0. The commission recorded its recommendation without public opposition and forwarded the matters per standard procedure for council consideration.
