Albany approves emergency sewer contract for 2nd Avenue Alley collapse, staff says work will take 30–45 days

Public Works staff described a cave-in discovered Dec. 16 that led to bypass pumping and further inspection which identified multiple collapsed runs and a deteriorating manhole. Staff requested an emergency award to Jim Boyd Construction for $233,880 to perform pipe‑bursting replacement, manhole replacements and traditional trench pipe connections; the price does not include ongoing bypass‑pumping costs (staff estimated those at about $5,000 per week while pumps run).
The presenter said specialized trenchless pipe bursting would allow crews to replace roughly 380 linear feet of pipe with minimal disturbance to adjacent properties. When asked about timing, staff told commissioners the contractor estimated 30 to 45 days to complete work once the purchase order is issued, subject to material delivery.
A motion to approve the emergency contract was moved, seconded and approved by roll call. Commissioners raised procurement and equity questions about emergency vendor selection; staff said the city maintains a list of qualified vendors for emergency mobilization and that other vendors had been contacted for earlier phases of the response.
Next steps: staff will issue the PO to Jim Boyd Construction and proceed with the emergency repair schedule; staff will return to the commission with any substantive changes to scope or cost.
