The Nassau County Board of County Commissioners voted 5–0 Jan. 12 to adopt CPA25‑021, a large‑scale future‑land‑use amendment for 3,052.65 acres north of State Road 200 between I‑95 and Griffin Road, and to approve the companion rezoning R25‑012.
Planning staff, led by Elizabeth Beck of the Planning Department, told the board the request from Radiant LLC maps to the Timber to Tides design overlay and is consistent with the county comprehensive‑plan policies cited in the staff report. Beck said the amendment implements infill and mixed‑use goals and that the county received “one comment from Florida Commerce,” which staff addressed in the text revisions.
During the public hearing two residents urged caution. Dr. Nancy Webster, who identified herself as a volunteer at the Paramount Adaptive Riding Center, said voting on rezoning “without a site plan that would more clearly determine the potential longevity of the important resource of Paramount Adaptive Riding Center is at best premature.” Krista Jurkovich, whose farm borders the proposal, said high‑density housing adjacent to the center could risk clients and horses and urged the board to redraw transects or require site‑level protections.
Commissioner Martin moved to approve CPA25‑021 and the motion passed on roll call 5–0. The board also accepted staff’s findings that the amendment and rezoning meet the cited comprehensive‑plan policies. With the adoption, staff may proceed with the companion rezoning implementation steps noted in the staff report.
What’s next: The rezoning ordinance approved tonight advances the regulatory steps needed for development applications under the Timber to Tides overlay; site‑level permitting, stormwater review and any required site plans will follow when specific development applications are filed.
