Nassau County approves roundabout, paving contract, signalization and multiple land purchases

At its Dec. 8 meeting, the Nassau County Board of County Commissioners approved a suite of construction contracts and property acquisitions intended to advance transportation, flood‑plain restoration, park expansion and a future animal resources campus.
Thomas Creek restoration: The board authorized the chair to sign contract CM4053, a grant agreement with the Florida Department of Environmental Protection for $350,000 to support Thomas Creek restoration activities, including purchase of properties in the flood plain and removal of improvements. Staff noted this state appropriation requires no local match and asked authorization for the county grant coordinator to execute remaining documentation.
Roundabout at Amelia Island Parkway: The board approved CM4047 with MAER Homes, LLC (DBA MAER Construction) for construction of the Amelia Island Parkway and Buccaneer Trail roundabout at a contract price of $1,824,936.18. Staff described the project as long‑planned and aimed at improving a frequently used south‑end intersection.
Paving and chip‑seal work: The county approved a three‑year alternative paving method contract (CM4036) with Asphalt Paving Systems for up to $2,000,000 as part of a chip‑seal transition program. Staff said individual work authorizations will return to the board as required.
Signalization at Pages Dairy/Fillmore: The board approved a mobility donation and credit agreement with Taylor Morrison of Florida, Inc., to construct signalization improvements estimated at $1,148,052 at Pages Dairy and Fillmore Road; staff described the agreement as allocating construction responsibility to the developer with agreed crediting for impacts.
Property acquisitions: The county authorized two purchases to support parks and animal services. The board approved CM3974 to buy a vacant parcel at 86067 Pages Dairy Road adjacent to the Yulee Sports Complex for $80,000; county counsel clarified the purchase is contingent on an appraisal at or above the negotiated $80,000 and that the agreement will return to the board for final closing after due diligence. The board also approved CM4002 and CM4003 to acquire parcels on State Road 200 for a future animal resources campus, including a $270,000 purchase from Michael L. Broussard, PA, and an acquisition from Robert Lee Mack Jr. and Rochelle R. Mack.
"What you have before you tonight is tied into your Thomas Creek project—purchasing properties out there in that flood plain and returning them to flood plain" staff said when describing the DEP grant; staff also told commissioners the $80,000 parcel purchase is contingent on an appraisal and will return for final approval once due diligence is complete.
All motions on these items passed unanimously on roll call (5–0).
What’s next: Work authorizations under the paving contract will come back to the board as projects are scoped. Closing on the $80,000 parcel depends on a forthcoming appraisal; the animal resources campus acquisitions will proceed through customary closing and site planning processes.
