"My motion would be that any individual commissioner can add an item for discussion at a future workshop," Commissioner Salamone said, framing the proposal as a way to ensure commissioners can discuss issues in a workshop setting without immediately requiring full ordinance-level staff preparation.
Mayor and staff responses emphasized that commissioners already can work with the city manager (Nancy) to request items and that staff must prioritize limited resources. The mayor and other commissioners noted that the city uses strategic planning workshops for major items and that adding ad-hoc workshop items could create logistical and staffing challenges.
During discussion, speakers debated whether formalizing the process was necessary given existing informal practices. One commissioner expressed concern about a "perception" that items were being blocked from discussion; another said they had raised topics previously and expected staff to help prioritize work. The city clerk/staff said staff would prepare a resolution updating section 3(b) procedural language and present it for a future commission vote.
No formal vote was taken at the workshop. Staff committed to draft a resolution reflecting the proposal and return it to the commission for formal consideration at a regularly noticed meeting.
