Parkland commission approves software licensing, fleet purchases, park lighting, force‑main interlocal and 3% manager raise

At its Nov. 19 meeting, the City Commission of Parkland unanimously approved several routine procurement resolutions, an interlocal agreement for utility relocation at Wedge Preserve Park, and a 3% merit increase for the city manager.

Commerce and procurement items approved include a three‑year Microsoft 365 cloud services licensing piggyback contract procured through the State/NASPO ACS arrangement and presented by IT Director Scott Maroney. Staff listed an estimated base license cost of $117,040 annually and a three‑year base of $351,121 plus a 10% contingency, yielding an estimated not‑to‑exceed total of $386,233 for the three‑year term. Maroney told the commission this is the city's recurring licensing model and that the package also addresses required cybersecurity controls.

The commission also approved vehicle replacements and additions via the Florida Sheriffs Association cooperative contract (FSA25‑VEL33) with a total purchase amount of $322,744 from Duval Ford, as presented by Christine Garcia. The vehicles include replacement Ford F‑150s and utility Mavericks programmed in the city's replacement plan.

Parks lighting replacement at Pine Trails Park — a Musco Sports Lighting LLC contract not to exceed $115,000 — was approved after a commissioner asked whether additional wiring could be left in place now for a future scoreboard expansion; staff said adding an empty junction box could be explored where possible while noting that the work for the lighting replacement is primarily a heads swap on existing poles.

The commission authorized an interlocal agreement with the North Springs Improvement District to relocate a sanitary force main that currently runs beneath areas of Wedge Preserve Park and the community center. Christine Garcia said the force main will be relocated to the northern easement adjacent to the park and provided background on property acquisitions that made the relocation necessary.

On personnel, Human Resources Director Kim Baltista presented the city manager’s performance review and recommended a merit increase based on strategic‑plan goal attainment; the commission voted to approve a 3% merit increase. The vote was unanimous.

The commission also voted unanimously to appoint Commissioner Breyer as vice mayor for the next term following a vice‑mayor nomination and second.
