Parkland commission unanimously approves contract increases for landscape services and Ranches drainage project

Staff presented Resolution 2026-001 to increase a work authorization with PH Consulting Services, Inc. for landscape consulting and inspection services by $135,000, raising the total authorization to $180,000 for fiscal year 2026. City engineer Richard Biogini told the commission that the city had planned to transition those services in-house but hiring has taken longer than expected and the services remain critical to city operations. "This would bring the new total work authorization to an amount up to 180,000," Biogini said. Commissioners asked whether the inspection work covered active new projects only; staff confirmed it included inspections tied to building permits and code enforcement as needed. Commissioner Israel moved approval; Vice Mayor Breyer seconded. A roll-call vote recorded yes from Commissioner Murphy Salomonie, Commissioner Israel, Commissioner Kanterman, Vice Mayor Breyer and Mayor Rich Walker.
The commission then approved Resolution 2026-002 to amend the contract with Bergeron Land Development, Inc. for the Ranches neighborhood drainage improvements and roadway resurfacing project by an additional amount up to $437,000, bringing the maximum contract amount to approximately $11,741,800. Biogini said the pump station procurement is under a separate contract and that the $437,000 had been budgeted in FY26 as a contingency, resulting in a roughly 4.6% contingency on the project. When asked whether the change affected resident assessment amounts, staff confirmed the increase would be funded from city budgeted funds and "does not in any way change or negatively impact the assessment amount." Vice Mayor Breyer moved approval; Commissioner Kanterman seconded. The measure passed on a unanimous roll-call vote.
Both items were approved with no recorded dissents; staff stated funds were available in FY26 engineering budgets and clarified contract scope and contingency during Q&A.
