The Historic and Cultural Landmarks Commission denied without prejudice a certificate of appropriateness for 1112 Elizabeth Boulevard after staff found the proposed two-story accessory garage and nonoriginal shutters inconsistent with the Elizabeth Boulevard historic-district standards and the Secretary of the Interior's guidelines.
Staff detailed that the proposed garage footprint (about 1,542 sq. ft.) and resulting lot coverage (approximately 10.82%) exceed the district's 5% accessory-structure limit and extend beyond the allowable front-line setback. Staff recommended denial without prejudice so the applicant could substantially revise plans to meet lot-coverage and setback standards.
Shannon Logan, the applicant's representative, disputed some staff interpretations and produced archival photos and tax records to argue the house and its related structures may be treated as "in kind" replacements; commissioners expressed concern about conflicting interpretations and favored either a continuance to allow further staff-applicant talks or denial without prejudice. Commissioner Ketchum moved to deny without prejudice; the motion passed 9-0. The denial leaves open the option to reapply or seek a waiver.
